Recruitment and staffing agency software

Custom Recruitment and Staffing Agency Software

Join.To.IT builds recruitment software for staffing agencies and recruiters: requisitions, candidates, submissions, interviews, and contractor timesheets with pay-bill. The product is how you fill jobs and run contractors — not a consulting firm’s project-staffing board for its own consultants.

Staffing software we build

Reqs, candidates, submissions, and pay-bill in one agency system

Recruitment and staffing firms live on speed: a req comes in, candidates are packed, submissions go to the hiring manager, interviews are juggled, and contractors still need timesheets, charge rates, and pay rates that match the deal. Generic ATS products drop the contractor back office. Spreadsheets for pay-bill create disputes every Friday.

We build the agency operating system from req to placement to timesheet. That is different from software that staffs a consulting firm’s own project teams against statements of work. If you sell recruitment and contractor supply, this is the page.

Platforms built for recruiters and staffing operators

Start with reqs and submissions — where fill rate is won or lost — then extend into interviews and contractor pay-bill.

01

Requisition and client intake

Reqs with rate, duration, skills, hiring manager, and status so the desk is not running the book from inboxes.

  • Req records by client and site
  • Rate, margin, and duration fields
  • Skills and must-have criteria
  • Hiring manager contacts
  • SLA clocks on unfilled reqs
02

Candidate CRM and pipeline

A candidate record recruiters actually update: history, availability, right-to-work documents you store, and activity.

  • Candidate and contractor profiles
  • Availability and notice periods
  • Document vault per candidate
  • Activity timeline on the desk
  • Duplicate and GDPR-style retention rules you set
03

Submissions and client feedback

Pack-outs to the client, feedback loops, and a clear stage so nobody double-submits the same person.

  • Formatted submissions per req
  • Conflict checks across desks
  • Client feedback capture
  • Stage from submitted to offered
  • Fill and fall-off reporting
04

Interview coordination

Scheduling across candidates, hiring managers, and your consultants without a parallel calendar spreadsheet.

  • Interview slots and types
  • Calendar holds and confirms
  • Feedback forms after each round
  • Reschedule and no-show handling
  • Offer and decline outcomes
05

Contractor timesheets and pay-bill

Hours in, client approval, pay rate versus bill rate, and exports to payroll and invoicing — the staffing back office.

  • Weekly timesheet capture
  • Client approval workflows
  • Pay rate and bill rate by placement
  • Margin and exception flags
  • Export to payroll and invoices
06

Placement and compliance files

What was agreed on the placement, plus the documents your operations team must hold before a contractor starts.

  • Placement terms and start dates
  • Document checklists per client
  • Expiry alerts on stored files
  • Extension and end-of-assignment
  • Desk and margin reporting
AI for recruitment operations

Shorten sourcing and admin without pretending the desk can run unattended

Recruitment AI helps parse CVs against a req, draft submission notes, and chase timesheets. Consultants still own the client relationship and the offer. This is not a tool for staffing a consultancy’s internal project bench.

Our Join.To.IT AI development team connects these capabilities to your reqs, candidate files, and timesheet history.

Req-to-candidate matching support

Rank existing candidates against a new req using skills and availability you already store, for a recruiter to shortlist.

CV parsing into the record

Extract structured fields into the candidate CRM so consultants are not retyping every application.

Submission note drafting

Draft a client-facing submission summary from the profile and req, ready for the consultant to edit.

Interview feedback synthesis

Combine round-by-round notes into a single view for the hiring manager conversation.

Timesheet exception chasing

Flag missing hours, unapproved sheets, and margin breaks, then draft the reminder for operations to send.

Recruitment integrations

Connect job boards, calendars, payroll, and the invoicing you already run

Desks will not abandon job boards or payroll. We integrate board and CV feeds you already buy, email and calendar, e-signature, identity, payroll, invoicing, and background-check or right-to-work providers you already contract with.

A placement in the ATS should be the same placement finance invoices — that is the point of building pay-bill into the same model.

Why custom software

Why agencies build instead of living in a generic ATS

Many ATS products stop at the perm placement. Staffing margin lives in timesheets, pay-bill, and client approval. Consulting project-staffing tools model a firm’s own bench, which is the wrong object if you are filling someone else’s req.

The req is the product

You fill other companies’ vacancies. Internal consulting utilisation against an SOW is a different business.

Submissions are the conversion event

Speed, formatting, and no double-submits decide whether the desk keeps the client.

Contractors need a back office

Timesheets, pay-bill, and approvals are weekly operations, not an afterthought export.

Two rates, one placement

Pay rate and bill rate must stay linked or margin disappears into spreadsheet error.

Per-seat ATS pricing punishes growth

Hiring more consultants should not automatically multiply software cost before revenue lands.

Our development process

From desk workflow to a working agency platform

The same Join.To.IT delivery process, applied to requisitions, candidates, submissions, interviews, and pay-bill.

01

Business analysis

Sit with consultants and back-office staff to map req intake, pack-out, interviews, and Friday timesheets as they really run.

02

Solution design

Define clients, reqs, candidates, submissions, placements, and rate cards, plus payroll, invoice, and board integrations.

03

UI/UX design

Design a desk view that is fast on the phone and a timesheet flow contractors will complete on mobile.

04

Development

Build reqs and candidates first, then submissions and interviews, then timesheets and pay-bill.

05

Quality assurance

Test double-submit rules, rate-card margin, approval chains, and export into payroll and invoicing.

06

Launch & support

Pilot with one desk or client, migrate live reqs and contractors, then roll out remaining brands or regions.

FAQ

Recruitment software development questions

Practical answers for staffing owners, ops directors, and desk leads.

Is this the same as consulting project staffing software?
No. Consulting firm software staffs the firm’s own consultants against statements of work and utilisation targets. Recruitment and staffing software fills client requisitions, submits candidates, runs interviews, and operates contractor timesheets and pay-bill. If your business is an agency supplying people to other companies, use this page. If you are a consultancy managing your own bench, use the consulting firms page.
How much does custom recruitment software development cost?
An ATS-style req and candidate pipeline is smaller than adding submissions, interview coordination, contractor timesheets, and pay-bill. We scope after discovery and price against a defined feature set rather than per recruiter seat, which matters when you add contractors who only need timesheet access. Integrations to payroll and invoicing are usually the items that change the estimate.
Can contractors submit timesheets from a phone?
Yes. Timesheet capture is designed for people who are not sitting in your office: weekly hours, client coding if you use it, and a path to client approval. Exceptions such as missing days or rate mismatches surface for operations before payroll runs. That back office is part of the product, not a spreadsheet beside the ATS.
Do you integrate with job boards we already pay for?
Where those products expose feeds or APIs, yes, so reqs and CV inflows land in the candidate CRM instead of a second inbox. Where they do not, we import files and keep the req as the system of record. We name integration categories, not partnership badges we do not have.
How is pay-bill kept accurate?
Each placement carries a pay rate, a bill rate, and the client approval path. Timesheets post against that placement so margin is calculated from approved hours, not from a separately maintained sheet. Exceptions such as overtime rules you define are flagged before export to payroll and invoicing. Finance and the desk finally share one placement record.
Will recruiters actually update the system?
Only if pack-out and search are faster than email. We treat submission speed, duplicate warnings, and mobile candidate notes as design requirements. We roll out desk by desk so the first team’s shortcuts become defaults. A system that only operations loves will not last a quarter on a busy desk.
